New Zealand’s government freedom camping guidance says the transition from the older blue-sticker self-containment system to the mandatory green warrant ended on Sunday 7 June 2026. After that date, blue stickers are no longer valid for self-contained vehicle certification.
The guidance says self-contained vehicles must display the green warrant when staying in places that allow self-contained vehicles only, and that vehicles need a fixed toilet. For council compliance teams, that turns a national rule change into a simple but important field-check problem.
During a transition period, officers may see old stickers, new warrants, unclear vehicle setups and outdated public assumptions. If the workflow does not know the effective date, an officer can apply an old standard or record the check in free text that is difficult to review later.
The evidence record should show the vehicle, registration, site, date, certification status and any image or note supporting the check. If the site requires a self-contained vehicle, that requirement should be linked to the location rule rather than remembered by the officer.
A certification change should trigger updates across public web copy, officer scripts, mobile checklists, infringement templates, signage, maps and reporting categories. Updating only one of those surfaces creates confusion for visitors and extra review work for staff.
Managers should also track disputes and warnings after the cutover. If many cases are closed because visitors relied on old blue-sticker information, the issue may be communication rather than field capability. Structured outcomes help councils see that pattern early.
